Marrakech Partnership

Under the leadership of the Climate High-Level Champions, the Marrakech Partnership supports the implementation of the Paris Agreement by enabling collaboration between governments and non-State actors such as cities, regions, businesses, investors and civil society to act on climate change.

Created at COP22, the Marrakech Partnership’s mission is to strengthen collaboration to lower emissions and increase resilience against climate impacts, promoting higher ambition to strive for the 1.5 °C temperature goal and a net zero, resilient world in line with the Paris Agreement.

A decade on, the Partnership remains the institutional foundation for coordinating the voluntary climate action driven by non-State actors – such as tripling renewable energy, halting deforestation, restoring land, designing climate-resilient health systems, managing sustainable water systems, and so much more. Progress is tracked in the Global Stocktake – a five-yearly check-in on progress toward the Paris Agreement.

The Marrakech Partnership was born at COP22 in Marrakech one year after Parties recognised that tackling climate change would require a whole-of-society approach: not just national governments, but businesses, cities and regions, investors and civil society too. The Marrakech Partnership was created to make that happen: connecting governments and non-State actors to accelerate climate action toward the goals of the Paris Agreement.

The Climate High-Level Champions lead the Marrakech Partnership and the Global Climate Action Agenda with direction from the incumbent and incoming COP Presidencies, advice from the UNFCCC secretariat and support from the Climate Champions Team.

The Marrakech Partnership is the organizing platform through which the Climate High-Level Champions lead the Global Climate Action Agenda. Created and run by the Champions, it is the primary mechanism connecting voluntary climate action to the formal UN climate process.

Through the Action Agenda, the Partnership brings together more than 500 initiatives — businesses, cities, investors, Indigenous Peoples, and national governments — working together to align on shared goals, overcome barriers, and drive implementation. These initiatives are organized into Activation Groups: coalitions working on specific solutions within each of the Action Agenda's six thematic axes. The axes themselves are guided by the outcomes of the Global Stocktake, the UN's official assessment of climate progress.

Each year, Activation Groups work through a five-step implementation cycle: reviewing their strategic focus, coordinating efforts, measuring and tracking progress, showcasing solutions, and collaborating on plans to accelerate and scale what is working.

The Marrakech Partnership continues to serve as the organizing platform for the Climate High-Level Champions and the Global Climate Action Agenda. In 2024, at COP29, Parties formally welcomed the continuation of the Marrakech Partnership and extended the Climate High-Level Champions' mandate through 2026-2030.

The five-year vision for the Global Climate Action Agenda sets out an updated approach for the Partnership — ensuring it is fit-for -purpose for the next phase of implementation, building on the ways of working introduced at COP30.

The thematic areas that structured the Marrakech Partnership in earlier cycles have been absorbed into the renewed framework – evolving into the six axes and 30 objectives of the Action Agenda. To ensure continuity, the current Marrakech Partnership focal points will continue to serve in the Activation Groups and axis coordination groups during the transition period.

There are several ways to participate in the Marrakech Partnership and contribute to the Action Agenda:

1. Join an Activation Group. Activation Groups are the engine of the Marrakech Partnership. Organizations whose work meets the core participation criteria are encouraged to join the group most relevant to their sector, and to register their climate commitments and progress through the UNFCCC's Global Climate Action Portal (NAZCA). Most organizations previously active under the Partnership have already made this transition.

2. Contribute to a Plan to Accelerate Solutions. Many partners contribute to the Action Agenda not as members of an Activation Group but by collaborating on one of the 120 Plans to Accelerate Solutions — practical roadmaps that identify what is stopping a climate solution from scaling and what needs to change.

3. Join a Community of Action. Organizations and initiatives that want to contribute to the Action Agenda but do not meet the criteria to join an Activation Group will soon be able to join Communities of Action.
