6. Unleashing Enablers and Accelerators including on Financing, Technology and Capacity-Building
Scaling finance, technology and capacity building to unlock climate ambition. This axis enhances digital innovation, governance, entrepreneurship, and inclusive financing while harmonizing markets and creating enabling conditions for systemic climate action.
No transformation happens without the means to deliver it. Finance, technology, and capacity-building connect ambitions with implementation across every sector and region.
Axis 6 works to align financial systems with climate goals, reduce barriers for developing economies, scale digital and AI-powered solutions, and build the institutional capacity that governments and communities need to act. From harmonizing carbon markets to empowering climate entrepreneurs across the Global South, this axis ensures that the tools needed to deliver the Paris Agreement are accessible, functional, and equitable.
Key Objectives:
Mainstream climate into finance by advancing taxonomies, investment platforms, budget methodologies and transition plans to enable sustainable capital flows and resilient financial systems for climate action.
Expand financing for adaptation through debt swaps, resilience bonds, contingent instruments and mobilization of private capital to strengthen adaptive capacity at national, local and community levels.
Harmonize carbon markets and accounting standards by fostering international alignment, promoting Mitigation Contributions and strengthening demand to enhance credibility and integration of carbon markets.
Strengthen climate and trade linkages by promoting sustainable supply chains, deforestation-free commodities and policy dialogues to align trade systems with climate goals and global environmental commitments.
Reduce non-CO2 gases by scaling up methane mitigation in energy, agriculture and waste, advancing black carbon reduction and HFC phase-down, supported by capacity-building, measurement and regulatory systems.
Strengthen governance and institutional capacities by protecting defenders, building state resilience, developing gender-sensitive emergency protocols and training public servants to integrate climate into policy and planning.
Harness digital public infrastructure, AI and digital climate solutions to enhance transparency, monitoring, registries and adaptive decision-making, enabling innovation and equitable access to climate solutions.
Foster climate innovation and entrepreneurship by supporting SMEs and startups with finance, technical support and campaigns, driving inclusive growth and climate-proof business models in developing economies.
Advance bioeconomy and biotechnology by mobilizing biosolutions and sustainable industries that accelerate NDC implementation, promote biodiversity and unlock new markets for low-carbon growth.
Strengthen information integrity in climate matters by combating disinformation, enhancing transparency in media and digital platforms, supporting climate journalism and advancing science-based communication.

Take action where your operations and value chain have the greatest climate-related risks. Drive change by seizing new opportunities across energy, nature, agriculture, cities, human development, finance.
Through Axis 6: Cross-Cutting Enablers and Accelerators, businesses can unleash critical financial catalysts by channeling transition capital into emerging markets, closing the adaptation funding gap, and empowering small businesses with the tools and capacity-building needed to scale next-generation climate technologies. Key actions businesses can take include:
Scale finance to accelerate net-zero, adaptation and nature-positive solutions, especially in emerging economies and developing markets.
Advance innovative and practical climate finance solutions, including country platforms, taxonomies, de-risking, and project pipelines.
Scale AI, digital, and data systems to enhance transparency and climate risk management.
Accelerate innovation through partnerships across supply chains with SMEs and climate tech leaders.
Standardize measurement and disclosure to build credible transition plans.
Embed climate and nature into governance, incentives and capital allocation.
A new chapter for Race to Zero. Join us!
As the global net-zero ecosystem evolves, climate leadership is shifting from pledges to implementation. To accelerate the transition to a decarbonized, resilient economy, the Climate High-Level Champions are inviting the Net Zero ecosystem to engage under a new Net Zero Activation Group. This group will build on the knowledge, momentum, and partnerships created through Race to Zero, supporting measurable, time-bound actions to deliver emissions reductions and scale proven solutions.
This marks the next chapter in the Action Agenda, with continued emphasis on translating net zero commitments into concrete impact, accelerating progress toward the 1.5°C goal.
Learn more Net Zero Activation Group Join the Activation Group Join the Activation GroupBrief history of the Race to Zero – the largest ever alliance working collectively to drive down global emissions, cut pollution and deliver a fairer, healthier world.
Since the launch of the Race to Zero in 2020, the campaign played a critical role in shifting and evolving the net zero landscape. Commercial opportunities in the transition have become more real, while the policy environment has grown more complex. While some markets have stepped back, most have matured, and continue to do so. Businesses are now operating in a world where the pace of transition is playing out differently across sectors and regions of the economy. At the same time, voluntary action was normalized, codified, and is increasingly reinforced by independently verifiable, international standards, disclosure frameworks, policy signals and regulation. Standards that cover science-based target setting, transition plans, ISSB-aligned disclosure, and the UNFCCC’s work on recognition are all helping to establish a more consistent basis for what credible action looks like.
Race to Zero Impact Race to Zero Campaign (Archive)Partners under the Race to Resilience campaign helped 400 million people thrive in spite of climate shocks and stresses.
Since 2021, partners also helped to protect 18.4 million hectares of natural ecosystems and helped deploy $4.2 billion in finance for adaptation measures.
Race to Resilience helped to put people and nature at the very centre of climate solutions worldwide. By driving climate action, it has informed more ambitious objectives in the Global Goal on Adaptation, Global Stocktake and Action Agenda.
