Five-Year Vision

The Global Climate Action Agenda 2026–2030 is a five-year vision for accelerating climate implementation, launched at COP30 by the two serving Champions. It sets the direction for the next chapter of the Action Agenda — building on a decade of progress while introducing updated structures and ways of working for the period through to 2030.

The vision is guided by the goals of the Paris Agreement and the outcomes of the Global Stocktake, the UN’s official assessment of climate progress. It organises work around six thematic areas and introduces a five-step annual cycle through which Activation Groups — coalitions of leading voluntary initiatives — coordinate efforts, track progress, showcase and scale solutions.

The document also refreshes the structure for the Marrakech Partnership for Global Climate Action, including evolved thematic focus areas and revised ways of working, ensuring the Partnership remains fit-for-purpose in today’s implementation-driven phase of global climate action.

The vision was developed and published by the Climate High-Level Champions, and informed by dialogue with Parties and non-Party stakeholders to the United Nations Framework Convention on Climate Change. The consultation produced a diverse set of 67 submissions containing insights and recommendations representing more than 120 Parties and a wide range of businesses, cities, regions, communities and organizations. At COP29, governments formally extended the appointment of the Climate High-Level Champions for 2026-2030, ensuring continuity, renewed ambition and closer international cooperation.

The five-year vision follows the previous five year plan that concluded in 2025, and is complemented by the Marrakech Partnership Work Programme, a document published annually by the two Champions.
