The Action Agenda is the pillar of the Climate Convention that mobilizes voluntary climate action from civil society, businesses, investors, cities, states, and countries to intensify emission reductions, climate adaptation, and the transition to sustainable economies, as set out in the Paris Agreement. The Action Agenda engages actors who do not negotiate agreements yet are essential for putting them into practice. The Action Agenda is organized into six thematic axes, which unfold into 30 key objectives, presented as follows.
Transitioning Energy, Industry, Transport
Accelerating the shift to renewables, energy efficiency and zero-emission technologies, while phasing out fossil fuels in a fair and inclusive way. This axis promotes sustainable power systems, industrial decarbonization and resilient low-carbon transport pathways.
Stewarding Forests, Oceans, and Biodiversity
Protecting forests, oceans and ecosystems through conservation, restoration and sustainable use. This axis advances efforts to halt deforestation, preserve coastal systems and strengthen biodiversity as key foundations for resilience and global climate stability.
Transforming Agriculture and Food Systems
Agriculture and food systems are central to global food and economic security. This axis drives solutions to mitigating and adapting to climate impacts through regenerative production and land restoration, building resilient, adaptive food systems, and increasing equitable access to healthy, sustainable, locally-appropriate diets for all.
Building Resilience for Cities, Infrastructure and Water
Developing resilient cities, infrastructure, and water systems to withstand climate shocks. This axis integrates multilevel governance, sustainable construction, mobility, waste management, and access to water, ensuring inclusive and climate-ready urban futures.
Fostering Human & Social Development
Placing people at the center of climate action by strengthening health, education, culture, and equity. This axis reduces the impacts of poverty and hunger, promotes resilient communities and ensures fair transitions through jobs, knowledge and social protection.
Unleashing Enablers and Accelerators including on Financing, Technology and Capacity-Building
Scaling finance, technology and capacity building to unlock climate ambition. This axis enhances digital innovation, governance, entrepreneurship, and inclusive financing while harmonizing markets and creating enabling conditions for systemic climate action.
