This approach engages all levels of government within a country to create tailored, effective, on-the-ground solutions where climate change impacts are felt most.

By bringing together leaders from all levels, multilevel governance bridges the gap between ambitious international goals and real-world implementation. Through initiatives like the Coalition for High-Ambition Multilevel Partnerships (CHAMP) and Sustainable Urban Resilience for the Next Generation (SURGe), this collaboration empowers cities and regions, who are on the frontlines of climate impacts, to be more than just recipients of top-down mandates. They become key partners in developing and delivering tailored, innovative solutions. The result is a more effective and equitable climate action framework, with coherent policies, shared ownership, and accelerated progress toward ambitious, inclusive climate action by leveraging diverse knowledge and resources at every scale.
