These combine climate-resilient design, nature-based solutions, and low-carbon technologies to ensure mobility despite rising climate risks, while reducing emissions through systemic transformation.

Delaying A&R until 2030 would raise costs by 15–45% in low- and middle-income countries. An integrated A&R delivers US$4 per US$1 invested through avoided damages, maintained connectivity, and emission reductions critical for 2030 climate targets.
