Multilevel Climate Governance

Cities and regions are on the frontlines of climate change, and no single government can tackle this crisis alone. Multilevel governance brings everyone to the table, from global leaders to local communities, to ensure that international and national goals become blueprints for local action. This approach engages all levels of government within a country to create tailored, effective, on-the-ground solutions where climate change impacts are felt most.

Why it matters

By bringing together leaders from all levels, multilevel governance bridges the gap between ambitious international goals and real-world implementation. Through initiatives like the Coalition for High-Ambition Multilevel Partnerships (CHAMP) and Sustainable Urban Resilience for the Next Generation (SURGe), this collaboration empowers cities and regions, who are on the frontlines of climate impacts, to be more than just recipients of top-down mandates. They become key partners in developing and delivering tailored, innovative solutions. The result is a more effective and equitable climate action framework, with coherent policies, shared ownership, and accelerated progress toward ambitious, inclusive climate action by leveraging diverse knowledge and resources at every scale.

1. Approximately one-third of submitted NDCs (for 2030 and 2035) come from CHAMP-endorsing countries.

2. 9 out of 12 submitted NDCs from CHAMP endorsers include stronger subnational content.

3. The CHAMP coalition includes 77 countries (as of Sept 2025), and has made NDCs 3.0 more implementable in nations representing 36% of global emissions.
