Climate-Resilient Social Protection and Smallholder Agriculture Finance Partnership

Climate-Resilient Social Protection and Smallholder Agriculture Finance Partnership brings together a broad coalition of partners under the umbrella of the Global Alliance Against Hunger and Poverty (GAHP”Global Alliance”), co-chaired by Brazil and Spain. The Partnership will leverage existing mechanisms — particularly the Global Agriculture and Food Security Program (GAFSP) — and foster synergies with climate funds (Global Environment Facility, Green Climate Fund, Adaptation Fund) and other financing platforms, rather than creating new structures.

Why it matters

While climate change is accelerating poverty and hunger risks, particularly for smallholder farmers and vulnerable populations, current climate finance and anti-poverty finance are insufficient, fragmented, and poorly aligned with national strategies, leaving smallholder farmers and vulnerable communities increasingly exposed to climate shocks. Social protection systems are among the most effective tools for reducing hunger and poverty and can also strengthen resilience and adaptive capacity. Fragmentation of financing instruments further limits the effectiveness of existing efforts. There is an urgent need to align climate and anti-poverty finance and to scale up integrated approaches that deliver co-benefits across SDGs 1 (No Poverty), 2 (Zero Hunger), 5 (Gender Equality), 6 (water) 10 (Reduced Inequalities), and 13 (Climate Action), among others.
