This event offers a timely opportunity to drive ambition on the adaptation implementation agenda from COP29 towards Belém. It will highlight alignment between multilateral frameworks and real-world action, setting the tone for an ambitious delivery of adaptation outcomes at COP30.
At COP29 in Baku, Azerbaijan, the international community took notable steps, building on the legacy of former COP presidencies to strengthen global adaptation action, with key outcomes that enhance coherence between Party-led negotiations and broader stakeholder-driven implementation.

Among the most significant achievements was the adoption of the Baku Adaptation Roadmap, a strategic plan to implement the UAE Framework for Global Climate Resilience. This roadmap outlines a clear path forward for coordinated adaptation action and enhances institutional support across the UNFCCC architecture.
In parallel, progress was made under the UAE–Belém Work Programme, where Parties agreed on a preliminary set of indicators to track progress toward the Global Goal on Adaptation (GGA). These indicators span thematic areas such as food, water, health, and ecosystems, and importantly, include metrics related to the means of implementation—finance, technology, and capacity building—reflecting a holistic approach to resilience.
The Baku to Belém Roadmap further solidified financial commitments by launching a process toward the New Collective Quantified Goal (NCQG). Developed countries agreed to mobilize at least $300 billion annually by 2035, with a broader ambition of scaling up adaptation and mitigation finance to $1.3 trillion per year. While these pledges are viewed as a step forward, they are also a reminder of the scale of need still to be met, especially in vulnerable developing countries.
Importantly, COP29 reaffirmed the permanent inclusion of adaptation as a standing agenda item under the UNFCCC, ensuring sustained political attention and institutional continuity in tracking and enhancing adaptation ambition.
COP29 outcomes also initiated the Baku High-Level Dialogue on Adaptation to support and advance the UAE Framework for Global Climate Resilience.
Alongside this negotiated progress, the Sharm el-Sheikh Adaptation Agenda (SAA), launched by the High-Level Champions at COP27, and carried forward by following Presidencies, continues to mobilize non-Party actors to implement system-wide transformation across 45+ adaptation targets. From regenerative agriculture to resilient infrastructure and climate-resilient food systems, this Agenda has galvanized commitments across non-party stakeholders, governments, civil society, finance, and the private sector.
