Join our online global workshops on April 29, 2025, to build capacity for integrating ambitious, inclusive, and actionable transport measures into NDCs 3.0. Gain tools, expert guidance, and peer insights to align transport decarbonisation with national goals.
The transport sector plays a vital role in global development, contributing 7% of global GDP and employing 5.6% of the world’s workforce (193 million people). Yet it remains the second-largest emitter of CO₂, responsible for 21.9% of global emissions in 2023. Without urgent action, emissions will continue to rise, undermining the 1.5°C climate goal. Climate impacts are already hitting transport systems hard—causing USD 15 billion in annual damages, especially in low- and middle-income countries—while existing policies still favor fossil-fuel vehicles and neglect the need for accessible public and active transport.
Amid growing urgency and complexity, the next generation of climate plans must move beyond incremental approaches. The First Global Stocktake Outcome underscores the need for accelerated emissions reductions from road transport, calling for infrastructure development and deployment of zero- and low-emission vehicles. Building on this, the Avoid-Shift Breakthrough, launched at COP29, advocates for doubling the share of energy-efficient and fossil-free land transport by 2030. In support of these global goals, leading transport organisations have released new NDC guidance in 2024 to help countries define ambitious, inclusive, and actionable transport targets in their NDCs 3.0.
Build capacity among policymakers to effectively integrate transport-specific guidance into NDCs 3.0, with a focus on actionable, equitable and ambitious measures.
Equip participants with tools, modelling resources, and practical case examples to support the design and implementation of cost-effective transport decarbonisation strategies.
Foster peer exchange to identify shared challenges, solutions and opportunities across regions from the Global South.
Strengthen alignment between transport-related climate commitments and broader national priorities, including sustainable development, economic growth, and social inclusion.
Participants in this workshop will gain the knowledge and tools needed to integrate the latest transport NDCs guidelines into ambitious yet implementable NDCs 3.0. They will benefit from peer learning and expert-led discussions to strengthen their capacity in applying cost-effective decarbonisation strategies, aligning commitments with broader development goals, and fostering multi-stakeholder collaboration.
Additionally, participants will receive a comprehensive package of resources, including:
● Guidance documents to improve transport and climate strategies for active travel, public transport, rail and popular transport.
● Modelling tools and knowledge products to support data-driven decision-making.
● Access to experts for follow-up support on how to effectively use the provided guidance and tools.
