COP30 President publishes its fourth letter asking for the full implementation of the Paris Agreement amid negotiations in Bonn

In its fourth official letter to the international community, the incoming COP30 Presidency presents its vision for the Global Climate Action Agenda, reaffirming its commitment to implementing the outcomes of the Global Stocktake (GST) of the Paris Agreement, agreed upon in 2023 at COP28.

The COP30 Action Agenda will be structured around six axes that reflect the breadth and depth of action required to scale and speed up efforts to meet the collective commitments we made under the Paris Agreement and previous COPs:

  1. Transitioning Energy, Industry, and Transport

  2. Stewarding Forests, Oceans, and Biodiversity

  3. Transforming Agriculture and Food Systems

  4. Building Resilience for Cities, Infrastructure, and Water

  5. Fostering Human and Social Development

  6. Cross-cutting enablers and accelerators

“Our aim is to bring a new dynamic to global climate action by aligning the efforts of businesses, civil society, and all levels of government in coordinated action. A global mutirão around achieving the GST as a Global NDC, or rather a ‘GDC’ — the world’s “globally determined contribution”, writes André Corrêa do Lago, President of COP30.

The fourth letter from the COP30 Presidency was published during the first week of the June negotiations of the United Nations Framework Convention on Climate Change (UNFCCC), held in Bonn, Germany. The launch featured participation of Corrêa do Lago, COP30 Executive Director Ana Toni, and the two Climate High-Level Champions, Nigar Arpadarai (COP29) and Dan Ioschpe (COP30).

The incoming COP30 Presidency and the Climate High-Level Champions will mobilize stakeholders, starting from existing coalitions and initiatives to advance global efforts, such as halting and reversing deforestation and forest degradation by 2030, while also supporting the acceleration of the global energy transition, including tripling renewable energy capacity globally, doubling the global average annual rate of energy efficiency improvements by 2030, and transitioning away from fossil fuels in energy systems, in a just, orderly, and equitable manner.

This new proposed framework for the Action Agenda will leverage existing initiatives and coalitions established in previous COPs. The framework will be shaped as a "granary of solutions", bringing together concrete initiatives that connect development opportunities in investments, innovation, finance, technology, and capacity-building.

"We have called for a mutirão – a collective global effort. The Action Agenda is our blueprint for that effort: connecting governments with implementers and problem-solvers already delivering climate solutions on the ground. It’s time to match urgency with unity, and ambition with action, to speed up sustainable social economic development and more resilient societies.”, invites Dan Ioschpe.

The goal is to accelerate and scale up climate action, showcasing a pool of replicable and scalable actions within a structure that aligns specific solutions with a process for tracking global progress with enhanced transparency and accountability.

“In this decisive decade, we must learn from what has worked and move fast to seize the opportunities identified by the Global Stocktake, ensuring climate action is deeply rooted in justice and equity. This united climate Action Agenda will bridge policy with people, and momentum with measurable progress.”, highlights Nigar Arpadarai.

The incoming COP 30 Presidency believes that the proposed Action Agenda will offer a structured and inclusive framework to mobilize collective action, bringing together thousands of subnational governments, businesses, investors, NGOs and communities to bring forward solutions. The idea is to inaugurate a new era when collective action becomes the most enduring climate solution.
