By 2050, a healthy and productive Ocean can help us reduce up to 35 percent emissions globally.

The Ocean Breakthroughs contribute to the achievement of existing global targets, including the “30×30” goal – for at least 30 percent of marine and coastal areas to be effectively conserved and managed by 2030. Our work directly supports multilateral efforts, such as the Paris Agreement, the Global Biodiversity Framework, and the Sustainable Development Goals.

The Ocean Breakthroughs are a set of targets achievable by 2030 to anchor the ocean in global negotiations and help curb climate change.

The ocean community is united under the Marrakech Partnership on Ocean & Coastal Zones and is delivering on climate actions as designed by the Ocean for Climate Declaration. Launched ahead of COP28, the Ocean Breakthrough aims at feeding into the conclusions of the Global Stocktake, unlocking a positive ambition loop of policy decisions for the ocean.

Marine Conservation

We are safeguarding our blue carbon ecosystems. Mangroves, seagrasses, saltmarshes, coral reefs and more are nature’s powerful allies in the fight against climate change. The shipping industry, which carries 90% of global trade around our world, is working towards zero emission fuels and upskilling its 450,000 seafarers worldwide.

Beyond emissions, it must also reduce its impact on marine biodiversity by tackling noise pollution and ecosystem destruction.

Ocean Renewable Energy

The global energy transition is accelerating, with ocean renewable energy playing a key role in cutting emissions and building a net-zero future. Scaling up offshore wind and other marine-based solutions will not only advance climate goals but also drive a just and inclusive energy shift.

By expanding offshore capacity to 380 GW, protecting biodiversity, and mobilizing $10 billion for developing economies will harness the ocean’s power responsibly, delivering clean, sustainable energy for all.

Aquatic Food

Aquatic food sustains three billion people globally, but climate change, overfishing, and pollution threaten our future. With demand rising and the seafood market projected to reach $199 billion by 2027, ensuring resilient, sustainable production is critical.

By investing $4 billion annually in climate-adaptive fisheries, sustainable aquaculture, and biodiversity-positive practices, we can safeguard marine ecosystems while securing abundant, nutritious food, now and in the future. A just transition in aquatic food systems will nourish the world and protect our ocean’s future.

Coastal Tourism

Coastal tourism drives 50% of the global travel sector. It supports local economies but also contributes 8% of global emissions and depends on fragile marine ecosystems. Without urgent action, climate change threatens both livelihoods and destinations.

Investing $30 billion annually to halve emissions, restore ecosystems, and build community resilience will ensure a thriving, sustainable tourism industry. By aligning growth with conservation, we can protect coastal destinations while securing their cultural and economic future for generations.
